California voters approved Proposition 209 in 1996, amending the state constitution to ban all forms of affirmative action in public employment, education, and contracting [6]. The measure declared that the state shall not discriminate against or grant preferential treatment to any individual or group based on race, sex, color, ethnicity, or national origin [6]. This was one of the most significant affirmative action fights of the era, effectively ending race-based diversity programs in California's public sector.
